The problem you discuss does not just impact minority students; it disadvantages all in state students wanting to attend an in state higher education institution since those institutions will favor out of state students all other things being equal. And one can argue that non-minority lower and middle income family students are hit the hardest, because of initiatives to grant acceptance and allocate meager (especially at CU relative to other universities in the U.S.) scholarship dollars on the basis of factors other than merit. Just look at the essay questions on college admissions applications. But the real problem for CU and all public universities is two fold: state's diverting funding from higher education to entitlement programs and the universities grandiose spending on programs and facilities unrelated to their mission of graduating students with skills to enhance both the students' and societies welfare over their lifetime.

How about admitting students based on their academic achievements and not on skin color? Don't give a certain percentage admission just because they are black. That is racism. How degrading to those blacks that make the grade. Admissions should be color blind.

Is that really true? My perception is that Colleges have let their costs run out of control. No mater how much money a given source provides them, they can and will spend 120% of it and complain that they are broke. I will only credit complaints about state funding if the college can show that it is receiving less (in constant dollars) per in state student than it used to. My guess is they cannot meet that criterion and that is why the use metrics like percentage of total funding, which is pretty meaningless.

I want to add that colleges have demonstrated neither the desire nor the ability to provide a detailed cost accounting for their operations.

You confuse racism with geographic, cultural, and other differences between groups. Your university has no moral nor ethical obligation to achieve a given target for any specific group, and you are actually being racist by singling out African Americans (I assume you're trying to get brownie points within a woke University bubble, or it makes you feel good to conform to the left's emergent racist culture, which emphasizes a muddled idea of "race" into everything they say or do). Think about it, it seems that, according to the ideology you display, your university should also have the appropiate proportion of Jews, Muslims, Vietnamese, Cubans, and other groups? Do you realize how divisive and RACIST is that proposition?

It's probably a safe bet that however underrepresented blacks and Hispanics are at Boulder, representation of working class white people is even worse.

So… do you have a diversity dean and all the rest of that virtue signaling junk that goes with it? If so, fire all those people as they obviously have little to nothing to do. Then take the many hundreds of thousands that go into those worthless positions and give out a few minority scholarships instead.
