My question is which side has betrayed the American people the most? When I was very much younger, I thought it was the Republicans. But as I have aged, and in more recent times, it is clearly the Democrats. Is it me or is it a real switch?

Heclo was writing in a different era before the internet and the loss of trust in our elite institutions by the public. If indeed half of all papers are wrong as Ioannidis argues, then one can make the case for a 50% funding cut. Probably we are training many times the number of scientists who can get jobs in their field as well. But Universities have become a racket partly funded by the Government through student loans. I would argue that Universities have drifted away from their core mission to give an unbiased education to Americans and have become factories to create ideological true believers. This has been driven in part by the Democrat talking point that everyone should have the opportunity to go to college. In reality 60 years ago everyone recognized that only perhaps 25% of High School graduates would benefit from a college degree.

I am firmly in the reform through defunding camp. Part of the problem is scientific associations themselves which have been taken over by ideologically and politically radical ideas such as gender affirming care which is totally anti-scientific. In so far as these are funded by government, cutting that funding is a good idea. Same goes for the IPCC which climategate revealed to be politicized in some ways.
